(Halt Overpopulation with Prevention and Education) was founded in 1998 in response to the growing concern over the vast number of dogs and cats being put to death every day in shelters. It is our "HOPE" that through prevention (spay and neuter programs) and public education we can save the lives of thousands of innocent animals.
